Welcome to the Liquor licensing division of the Department of Excise and Licenses. Colorado liquor and beer retail licenses are issued by the city and the state licensing authorities.

To get a license that has been expired for more than 90 days but fewer than 180 days reissued, fill out form DR-8407.

Notice of Rulemaking

The Director of the Department of Excise and Licenses is considering the adoption of proposed rules and regulations establishing city-established consumption areas where adults 21 years of age and older may consume alcohol takeout beverages. Read the proposed rules(PDF, 349KB). On May 16, 2025, at 9 a.m., the Department will hold a public hearing on the proposed rules. Attend the virtual hearing using this link: https://denvergov-org.zoom.us/j/82165716743. Public testimony will be taken during the hearing. You can also email comments to exlpolicy@denvergov.org. Comments are due by noon on May 16, 2025.
